Conceptualizing community resilience and the social dimensions of risk to overcome barriers to disaster risk reduction and sustainable development

Crises and disasters are windows of opportunity to learn transform toward enhancing disaster risk reduction (DRR) resilience. However, a poor understanding community resilience the social dimensions risk, lack methodology engage empower in society, business-as-usual together limit implementation effective DRR resilience-building strategies. In this reflection paper, we discuss main elements paradigm. By analyzing failures management, identified cultural political barriers as being: paternalistic protection culture; command-and-control approach knowledge resources for reduction.
